Make Vault available in France with the next release

Vault 2.0 was submitted with France as the only territory it isn't available in (174 of 175). It was probably left out because of Apple's French encryption declaration.

That no longer applies. Since VAULT-99 (#710), all of Vault's encryption is CryptoKit, so Apple asks for no French declaration. See docs/export-compliance.md.

Bradley's decision (2026-09-29): add France with the next release after 2.0, not before.

Change

• In App Store Connect, under Pricing and Availability, make Vault available in France. This needs no review, but do it alongside the next release as decided. It can be done through the API (v2/appAvailabilities/<app id>/territoryAvailabilities, territory FRA), or in App Store Connect.
• Optional, and Bradley's call: file the ANSSI declaration for cover that doesn't rely on Apple's line (see "What the library doesn't change" in docs/export-compliance.md).

Done when

App Store Connect lists France as available, with the next release.
