Hide active-sprint issue controls when no sprint is active

Description

Goal

Keep the sprint view focused when the project has no active sprint.

Acceptance criteria

  • When no sprint is active, do not render the issue Filter box.
  • Do not render the No active sprint issues. empty-state section when no sprint is active.
  • Continue to show the appropriate no-active-sprint guidance and controls for starting or planning a sprint.
  • Planned and historical sprint content remains available and unchanged.
  • When a sprint becomes active, the filter and its issue list/empty state appear normally.
  • Avoid issuing unnecessary active-sprint issue/filter requests when there is no active sprint.
  • Add render and integration coverage for projects with no sprints, only planned/completed sprints, and an active sprint with zero or multiple issues.

Implemented and merged in PR #104 (4bb0188).

  • The sprint filter and issue board now render only when an active sprint exists.
  • The redundant No active sprint issues. section is removed while No active sprint. guidance remains.
  • Assignee and tag filter data is no longer loaded for projects without an active sprint.
  • Planned and completed sprint views remain available and unchanged.
  • Added render/integration coverage for no sprints, planned/completed-only, active-empty, and active-populated states.

Verification: focused tests and make test passed, a fresh server coverage run completed, and both GitHub CI jobs passed.

Started implementation on branch codex/track-23-hide-inactive-sprint-controls. I’ll condition the sprint filter/board and its assignee/tag loading on an active sprint, then cover no-sprint, planned/completed-only, active-empty, and active-populated states.
